We paid $10 each and went up into the Skylon tower observation level. It is 525 ft high and has a restaurant on top with the observation deck above that. At night the top of the tower spins so the diners can get alternate views of the falls (they are lit with diff colored lights at night, no pics, they didn't turn out) and view the city lights. There is a $36 minimum per person for supper but lunch is cheaper. If you're a tourist you can get away with casual dress but most people dress well...ladies in little black dresses, men in ties.
Niagara is about 79,000 people so its not big and you can see almost all of it from the Skylon.
A side note...the falls once stood ten feet deep at the rim, but due to diversion from America and Canada it now only stands two feet deep at the rim. I can't imagine how far the spray would burst off the rim at ten feet deep, just with two feet it was amazing.....and loud.
